Think about it the other way around. From English to Japanese, it's a pretty good way to explain what "can't keep one's eyes off" means.

But, doesn't 「気にする」 means rather "to worry", "to be anxious", "to lay to heart"?
Additionally, it seems to me that "He can't take his eyes off her" can have different meanings. For example, "He can't see enough of her", "He never get tired of looking at her."
