English translation of this sentence seems rather loose to me.
But, doesn't 「気にする」 means rather "to worry", "to be anxious", "to lay to heart"?
Additionally, it seems to me that "He can't take his eyes off her" can have different meanings. For example, "He can't see enough of her", "He never get tired of looking at her."
