My dictionaries too say that "ちらっと" is one word. I'm not sure about Japanese grammar, but the "と" in "ちらっと" is certainly the same as the one in, say, "きっぱりと". The difference is, you can say "きっぱり言う" (without "と"), but not "ちらっ見る". This is why they show as headwords "ちらっと" with "と" and "きっぱり" without it (with a note that it can be accompanied by "と").
These 擬態語 are sometimes written in katakana, but "と" usually remains in hiragana, since it is not considered as part of 擬態語. It's just a grammatical word.
