日本の内閣は、2010年（平成22年）に「関る」の送り仮名を「関わる」に改正したようです。ただ、広辞苑をはじめパソコン等の漢字変換も『送り仮名の付け方』に示された原則に準拠しつつ、旧来の慣行をも考慮しているようで、ネット上でも多数存在します。

関わり合い has been the most common form for a long time. I'd treat this sentence as having incorrect 送り仮名 and change it.
