文字通りに言えば、"V+か+Vないか"はどういう意味しているですか?

調べたら「たらすぐに」、「途端に」などに似ているといわれているけど私にとっては異常な成文と思う。

Verb-dictionary form + か + Verb-ないform + うちに/かのうちに
「か～ないかのうちに」という表現であれば、「～したらすぐに」あるいは「～した途端に」という意味になります。

ですが、この「３０歳になったかならないか」というのは、別の表現を用いれば「３０歳ぐらいで」「３０歳そこらで」という意味になります。

私は間違いなけらばこの表現は「彼は30歳になったかならなかったかどうかはまさに知りません」ような表現です。

「３０歳という確信はないけれども、恐らく３０歳に近い年齢」を表しています。
似た表現で「３０歳そこそこ」というのもあります。
