This sentence used to have the English translation "I don't understand his reluctance to go." I think it should be "I can understand his reluctance to go."
If you're sure of your translation, you can add it yourself. However, I think it should be past tense, i.e. "I could understand ...".
You are absolutely right. It should have been past tense:
"I could understand his reluctance to go."
