usually, to "devote" implies an object to which being devoted to, no?
I can't find a dictionary reference that doesn't add "to" behind "devote"...

But does that make a full, consistent, natural sentence in Japanese? If so, the English translation should also be a full, consistent, natural sentence.
If not, then the Japanese sentence should be complemented.

Yes but then, that doesn't result in a natural sentence in English. We're not meant to produce non natural sentences, even though the translations match the originals...
Would a native-English speaker actually utter this sentence as such?
