Maybe, since 個老坑 is a topic, it should be in the beginning? 個老坑我一個禮拜見咗二次或者三次。 :??? Would that work?
There are two things that are not very right about this sentence.
1) As you know, 咗 is used to indicate finished actions in the past. However, here 'seeing the old man' is more of a continuous state than a finished action, since it spans across multiple weeks. So 咗 would not be an appropriate particle to use here.
2) 二次或者三次 sounds a bit tedious. In fact, there's a set expression in Cantonese, 兩三次, which means exactly 'two or three times', so why not put it to use here?
To sum up, my suggestion would be:
我一個禮拜見個老坑兩三次。
Or if you want to have the past tense translated as well:
我嗰陣時一個禮拜見個老坑兩三次。
(This is a more accurate translation with the past tense of the English sentence taken into consideration, but seems less likely to be spoken by a native Cantonese speaker to me.)
As for whether to use 我 or 個老坑 as the subject, I think both are OK and mean more or less the same thing in this case.
