I've changed the sentence.
I think that probably no longer matches the English sentence.
"Who should I meet but Tom?" usually means that they were surprised to meet Tom. Something like "I was in Paris last week, and as I was walking past the Louvre who should I meet but Tom!".
The new sentence seems to mean "Who should I meet other than Tom?", in contexts such as "To resolve this issue who should I meet other than Tom?"
