En tiu kazo mi pensas, ke la du prepozicioj estas akcepteblaj. Vidu, ekzemple, en ReVo:
Kontribui:
2. (io) Esti unu el pluraj elementoj, kies ĉiu speciale utilas por komuna rezultato: lia kuraĝo kontribuis por la venko; tio multe povus kontribui al la interpopola repaciĝo; pentrinda lago kontribuas al la romantikeco de la loko. VD:kunefiki, kunutili.

manko de elektro >paneo de elektro

"manko" povas signifi ke ili neniam havis, dum "paneo" signifas ke ili subite perdis.

Viaj atentigoj estas tre interesaj. Ili pensigis min pri la tuta are de eblecoj. Manko ja povas supozigi "neniam havis", sed oni povus uzi la formon "ekmanko", kiun ĝenerale kaŭzas paneo, aŭ pli malofte elĉerpiĝo de la fontoj. Paneo povas okazi en la koncerna loko aŭ ekstere, en la distribua reto, ktp.

En la originala frazo mi pensas, ke temis pri ekmanko pro paneo. Do ambaŭ formoj povus esti uzataj, ĉu ne? Mi metos la du alternativojn.
