I think it could be, but to me は sounds better. I think は is not wrong because in Japanese it is usually OK to omit the 私は, because it is clear that it I who thinks so. Therefore the sentence 彼女は病気だと思う sounds pretty normal. Since 私は doesn't really change the sentence adding it shouldn't make any difference. But since I have only studied Japanese for 5 months it is quite possible that I'm wrong :)

but to me が sounds better.because there are two は in one sentence.
anyway,I agree with that;Therefore the sentence 彼女は病気だと思う sounds pretty normal
