It'a a bit complicated. In most traditions Sunday is the first day of the week.
But, for example, "the ISO prescribes Monday as the first day of the week with ISO-8601 for software date formats."

Well, it looks awful wierd in many languages where weekdays are identified by their number. In Hebrew it sounds "The first day of the week is the second day". I know in Arabic it is the same, but there are many languages that do not personify a weekday with planet or a star. In business it makes sense to identify work days with monday as day 1 and friday day 5, where saturday and sunday simply don't exist, so, 45.5 means week 45, friday. For any other use I'd keep sunday as the first day in the week.
