The original Tanaka Corpus sentence linked to this was...

I was born at a small town in Nara.

Likely a better translation and better English sentence would be the following.

I was born in a small town in Nara Prefecture.

Maybe then, the Japanese should say 奈良県.

For this one, we wouldn't use the English word "town," I think.

We don't usually consider a part of a city as "a small town."
(People, however, may say "Let's go to town," meaning downtown.)

In this sentence, does Nara, imply Nara Prefecture or Nara City?

That's what I thought.

Unfortunately, "Nara" would refer to 奈良市 and "Nara Prefecture" to 奈良県 in English.

In Aichi Ken, it's easier, since we don't have to worry about an "Aichi City."
