This can be tagged as "Indian English". A friend wrote to me:
<"Letter-bound" is often used in Indian English. It means being too literal, rule-book minded. The contrast is with the "spirit" of a rule. Hence the phrase "letter and spirit of the law".>

Is "much" okay here?

@zifre: "much"can be an adjective or an adverb---

much/məCH/
Adjective:
A large amount: "I did not get much sleep"; "he does not eat much".
Adverb:
To a great extent; a great deal: "did it hurt much?".

If you google "much letter bound" you get hits of all the Japanese dictionaries that include that phrase.

So, if it is found in Japanese dictionaries, maybe it's not restricted to India and the tag is not neccessary? :-??

I wouldn't say that it was restricted to India, it's just that often what is archaic in Britain is still common usage in India.
