No it's not. Nobody ever uses the word to mean a generic internetwork nowadays. Everynody means the Internet, which is unique, and subsequently has a proper name with a capital.
Arguing otherwise is either bad faith or misunderstanding of the nature of the Internet.
And if this sentence was about a generic internet, it would be : Who owns this internet(work) ?
