I'm can't vouch for all the Russian speakers, but for me the current variant sounds bizzare.

Are you sure you're not confusing this with other words (e.g. преподавание английского языка, уроки английского языка, изучение английского языка)? With these, Genitive is normally used, but with обучение, Genitive means the people who are being taught. E.g. обучение студентов.

Russian national corpus has only 3 examples of 'обучение + языка'[1] (the 1st example, «обучения и языка», is irrelevant), and in all cases it seems «обучение» is used in the meaning of «изучение» (furthermore, 2 of the texts are ages old, 1897 nd 1720). While there are plenty examples of 'обучение + языку'[2].

So I will be a good boy and follow your advice. But I cannot continue to ask myself why "обучениe английского языка" ist to be found so often in the Internet and also on websites of companies and organisations.

The problem is, Google stops displaying results after about 90th page (different for different results). So we don't know how much results there are for "обучение английскому языку" and "обучение русскому языку".

I believe the number for "обучение английского языка" and for "обучение русского языка" would be very small compared to the number of correct variants, but Google gives us only “approximate” numbers that are good for nothing.

Compare the results for the same grammatic structure with a less known language (hopefule Google doesn't tell lies on small numbers):
