I would, tentatively, translate to English as...
"The fervid support of the masses verges on allowing him to wield presidential rights, having reached the rank of prime minister."
I'd be a bit freer and say: "Having reached the rank of prime minister, and with the enthusiastic support of the masses, it seems he is able to wield presidential powers."
