This translation came up in a Japanese language classroom in Tokyo, and the error has been confirmed to me by a number of native Japanese speakers.
一蹴り = "hitokeri" means someone literally "1 kick". It means something like "to kick a ball one time", "to kick with your foot one time".

The onyomi reading:
一蹴 "isshuu"
carries the figurative meaning "to reject", so this would be the suggested correction:
議長は彼のばかげた提案を一蹴した。

This can be confirmed with a google Japanese-language search for the two terms:
"提案を一蹴りした" 0 hits
"提案を一蹴した" many hits

Further, a google search for "提案を一蹴りした" almost exclusively yields references to this entry on tatoeba.org.
