what sort of label is it? A sticker. German says it's a sticker, but English says it is "attached"...

It could be a sticker, or it could be on a bit of string. Either is possible.

Incidentally, I think the tone of command used in this sentence is too harsh. It should probably be 荷札を付けて or something.

Actually, either the English or the Japanese could have been the original. There's no way to tell for certain, although I suspect the English came first in this case.
