As far as I know, point "." denotes _obligatory_ pause. But pause between "la" and cmene, beginning with consonant, is not obligatory. Isn't the initial point in .tam. an error?

Apparently you haven't heard of the Dot Side :)
http://www.lojban.org/tiki/The+Case+Against+LA
This is a proposal gaining ground among Lojbanists that requires a dot before *and* after cmene in all cases. This gets rid of the silly rule forbidding "la", "lai", and "doi" at the beginning of cmene.
(not just at the beginning of cmene, but in all positions)
Lojban syntax has been "frozen" ("baselined") since 1997 and the use of these dots has been included therein. After "la," "lai," "la'i," and "doi," a name ("cmene") that does not begin with a vowel does not need an initial dot.
A cmene for "Larry" cannot be "la laris." and may rather be "la liaris." or something that has no "la" inside it.
Yeah, I see that DotSide is experimental usage in Lojban.
Should probably be "...djica lo nu citka...".
I believe "lo la" is ungrammatical.
