I'm not sure the linked translations, 'turn (the volume) down' or 'quieter', are accurate.
That being said, I'm not sure I've ever heard someone tell someone else that the stereo is too loud either, except by insinuation (うるさいなー)
Usually it's just been 静かにして which usually means 'you're making a racket; stop it', i.e. the sound comes from human beings, not boomboxes.
声が小さい does indeed mean 'quiet voice' though, so I'm not entirely discounting the possibility that this could be accurate.
