Isn't it the same as:
I'm sure they're winning.

Shouldn't we use here the future tense in German?

Hallo Eldad!
Ich habe es als umgangssprachliche Variante gemeint; hier wird (aus Bequemlichkeit) auf die Verwendung des Futur verzichtet.
Die "hochsprachliche" Variante habe ich ja auch geschrieben.
Du hast recht damit, dass die erste, umgangssprachliche Form dem englischen "I'm sure they're winning." entspricht.

Die andere Variante ist mit "mir", oder?

Ja, Eldad, "ich bin sicher! oder "ich bin mir sicher" — beides ist richtig.
