I don't think "だいたい" is a good translation for "actually". At the same time, I'm not sure what exactly is meant by the English sentence.
It was originally "the work is effectively finished" which I think is better
Yes, I agree. But I'm still not sure about だいたい. Would 事実上終わっている or 実質的に終わっている be better?
