Since the Japanese doesn't refer to Indians, I wanted to have a more neutral English form.
I want to change the Japanese sentence to the following:
この組織は幹部ばかりが名を連ね、果たして決断を下せるのか怪しいものだ。
※「決定」は失敗しても大きな損害は出ませんが、「決断」は失敗すると大きな損害が出る可能性がある場合によく使われます。

この組織は幹部ばかりが名を連ねているが、私は、果たして重大な決断を下すことができるのだろうかと不思議に思う。

That change is fine. The main thing I want to keep is the 名を連ね(る) expression.
