The French doesn't quite match; it says he was appointed.

Because Mr. Togawa was only nominated for a candidate(候補).
We have to wait until the election is over to know who won.
"nominated for (position/award)" is the same as "nominated for candidacy/consideration for (position/award)" I think, so its link to the English should be fine
