The use of 'but' here is not wrong but it's quite literary and not easily understood by many native speakers.
If I were translate from the French, I would say:
"Who among us doesn't aspire to happiness?
or from the Italian:
"Who doesn't hope for happiness?"

Maybe it is so in Northern America, but I stumbled on this form a few times in the UK, so even though it might sound "literary", it is still in use and that is why I adopted and translated it (the French sentence was coined by me, translating from this English sentence, not the other way...)
