I thought the usage was a lot more common that it seems to be from Google, but 'fair' is used in that way to mean good weather.
The use of "fair" to mean good weather is getting rather dated. To many NSOEs "the weather is fair" now means that it's not actually raining but still not great (in other words a typical summer's day in England 8-)).
What's going to happen to all our fair weather friends? ;-)
