Please, could we say, "Is it a difficult work?" rather than "Is it difficult work?"
Or is it a turn of phrase? (generally speaking).

As for me, I don't think you could, because 'work' is used as an uncountable object here. You COULD say "Is it a difficult job?" instead, as you can count 'jobs'
1 job, 2 jobs, 3 jobs is fine, but 1 work, 2 works, 3 works is not, unless you are referring to something like a 'work of art'.
