To me, a "near duplicate" would be more like.
I am watching TV at the moment..
I'm watching television at the moment.

My feeling is that any transformation that someone who has studied the language for a year or so can easily do, is a "near duplicate" (with the implication there is no need to go out of our way to add "near duplicates.")
