    I'm adding this comment so that I can remove the annotation. This was a flag signal sent by Admiral Horatio Nelson from his flagship HMS Victory as the Battle of Trafalgar (the decisive naval engagement of the Napoleonic Wars) was about to commence on 21 October 1805.
