    I can only guess at the meaning after putting the Japanese through Google translate into English, French, German, Italian and Spanish. I think it means:

    "Some dimwitted people may show great knowledge about society while possessing little intelligence."

    my understanding of this is something along the lines of "Being dumb in a society isn't about how intelligent or how much knowledge you have."

    can use some confirmation here though
