The original(basic) meaning of the word "氾濫" used in the Japanese sentence is "The water of the river is increasing and water is flowing into the city. The river is overflowing its banks."
The meaning has been expanded, it is used to mean "A lot of things are circulating(/spreading/overflowing[?]).” Also it’s often used for unfavourable conditions.
