Is this a natural-sounding sentence?

> Is this a natural-sounding sentence?

I wouldn't use it.

* Out of context, saying "the man" seems less-than-natural.
* Saying "is quite capable of telling lies" is OK, I guess, but I don't think I've ever said it or written it.

This is somewhat related.

[#5737174] Tom is adept at telling lies. (CM) *audio*

CK, thank you for your explanation, as usual.
I'll add my translation to it later. Thank you.

Here is a natural-sounding sentence using "capable of telling lies".

[#10063824] It's been reported that children as young as three and a half years old are capable of telling lies. (CK)
