This sentence doesn't sound right in English. It's not clear to me what it means. Is it something like this:
1. There are reasons that Japanese people find it difficult to act independently.
2. Or is it that, unlike other (people? countries?), Japanese find it difficult to act (meaning do things, or another possibility act as in a play)...and there are some reasons for that.
I don't understand the Japanese, but Google translate gives some insight "difficult to take action that is different from the others" so the translation is probably more like #1
