The Japanese and the English version don't match. The time is different.

The Japanese says: "It seems like all his efforts were wasted."
'Seems' in the present. So it's looking bad right now.

In the English it is in the past. So at first it "seemed" his efforts were wasted, but it hints that in the end, something came from the efforts after all.
In Japanese it would be:
彼の努力はすべて水の泡になってしまったようだった。

I think this is quite a difference, so I suggest the sentences should either be altered or unlinked.
