I think indeed that sentence is too ambiguous to be a really good choice as an example.
IMO second and third interpretation are more natural, the first should use at least punctuation to make it clearer this is what is meant.
Since both the Turkish and the Japanese translate the first interpretation, I'd modify slightly the sentence so that it unambiguously means that.
I think it could be written like this : "He can read as well as write English".
4. (In addition to being able to do other things), he can also read and write English.
