    --responding to @needs native check--
    to match the Japanese
"He likes to grope. Women that is."
    or just
    "He likes to grope women."
    or
    "He has wandering hands."

However, the Japanese needs to be checked or repaired too. And is this a correct translation of the idiom 手が早い ?

I changed this one. Can someone unlink it?

I don't think your new translation matches at all.

    My dog has large paws.
    彼は手が早い。

    paw =
(of a person) touch (someone) in a lascivious and offensive way :

    >I changed this one. Can someone unlink it?

Instead of being "unlinked," it should be rewritten to match the Japanese.

    Indiscriminate unlinking hurts WWWJDIC.

OK. I'll let you rewrite it.

Since you didn't rewrite it, I changed it. I don't know if this even means "to grope women". But I did find this video on youtube: http://youtu.be/VPpNkQdUNJc So at least I know that the literal meaning is correct.
