I think the part of the Japanese sentence "ああでもないこうでもないと" has the meaning here of "doesn't know what to do". So a better translation might be:
"He seems to have a habit of getting on his coworkers' backs whenever they make a mistake or don't know what to do."
I'm not really sure, though, as my translation skills are poor.
