В ЦЕЛОМ. Является вводным сочетанием, если сообщает о некоем итоге, который подводит автор текста; ср.: В целом, результаты наблюдений позволяют заключить...

Логично, но странно, что на грамоте вариант с вводным сочетанием не упомянут.

В упор не наблюдаю разницы между "в целом, ...позволяют заключить" и "в целом... позволяют заключить". (заключить как? в целом, не в частности)
Лишь больше убеждаешься в фактической свободе запятых при "вводных".
