Does it mean, @AlanF_US, @Shekitten: Do you have a cigar? or Would you like a cigar? or it can be both?

It could be either.

More likely, though, perhaps the latter.
"Would you like a cigar?"
[EDIT]
Almost without a doubt, if someone came up to me and asked me this question, I would interpret it as "Would you like a cigar?".

I wonder if anyone will adopt it. It doesn't even have an OK mark.

Thanks.
