Note that this is not a sentence, but is probably preserved because it comes from the Tanaka Corpus.

I suspect it was added by Paul Blay, rather than being in the original Tanaka corpus. It's useful because it contains several terms such as 形容詞 and 形容詞相当語句 which are not in any other sentences.
It could be embedded in some text to make into a valid sentence, e.g.:
今日の授業は「名詞を修飾するもの(形容詞、または形容詞相当語句)」です。

I agree with Objectivesea because there is the following rule that it shouldn't include annotations within sentences in Tatoeba.

Also, limited to Japanese I say, the meaning of the current Japanese sentence [#75098] is the almost same as Objectivesea's suggestion, so it's better we will change the Japanese sentence [#75098] (than will delete it as not a sentence), I think.

That seems fine. I'll modify the Japanese sentence, and I'll add a new English sentence as there several others linked to the current one.

OK, I have now put in two new sentences:
#10109643 - 名詞を修飾するものは、形容詞または形容詞語句です。
#10109654 - Things that modify nouns are adjectives or equivalent to adjectives.
I'll bring them into the example pair grouping instead of #75098 and #328621.
