I gave considerable thought to whether a question mark would be appropriate here. In my mind, a person who is saying this is offering a suggestion though a question is implied. The actual presence of a question mark would suggest that the speaker is unsure and needs confirmation. On the contrary, someone saying this wants everyone to agree. I would like to hear from others before I make a change.
