A translation for the Dutch or German sentence would be:
Necessity knows no law.

Funny, as CK pointed out, the current English version seems to be unknown outside of Turkey.

If the sentence isn't readily understood by native speakers of English who don't know Turkish, then perhaps it should be rephrased.
