Well, in Ukrainian we do use an expression that can literally be translated as "The bus driver can't brake" and it means that he is doing it too harshly, not taking into consideration the fact that people in buses are usually not buckled and there are also a lot of people who stand. A car driver can accelerate and slow down with any acceleration they feel comfortable with, but a professional bus driver is supposed to brake very gently (unless it's an emergency).

I'm not sure what the native language of OP is, so I don't really know what they meant, so just a guess.

The linked Esperanto uses "ne scipovas", which is more like "doesn't know how to". I think that works better:

I have noticed that the bus drivers don't know how to brake.
