Yes, it would. “laughed at” would match very well. The Japanese uses a very basic wording. Also it just says “child”, so it could be either a boy or a girl. Literally it means, “Any child who did a thing/something like that would (certainly) be laughed at.” Differently: “People would laugh at any child who did something like that.”

The word order is rather fixed in Japanese. For example, what we would call a subordinate clause (if's and who's) is always first. You can change that word order in a translation if it sounds better.
