does this really mean "hello" and "congratulations" at the same time?
is that accurate?

Yes.

Thouht I personally use Вітаю/Vitaju as a formal version of "Hello", while for "Congratulations" I usually use Віншую/Vinšuju. But both are possible.

Note that Ukrainian is the same.
