it's repetitive 'هو' is already implied in 'يستطِع'...why have it explicitly?

it's not the same :P
for some reason it sounds natural in:
أنا أحب اليابان
but not here :P....maybe it's just me :P
(and I never said it's wrong :P...just that it sounded very unnatural to me )
