English people don't really say this. It would be: "it's too small, that ring is", or preferably: "that ring is too small".
I'm a native English speaker and the sentence sounds fine to me. It sounds like someone who is reviewing their purchases and regretting what they bought. Yes, it's not really natural, but they would have to be distracted or absent-minded to talk like that. And that makes the sentence plausible.
I can see what you're saying, but in any case it should be a comma and not a hyphen.
