    this sounds strange, because there is no link between the speaking and the shot, so one doesn't quite get why "Even" is used here...
    "As" would be well enough in my view.

    Sounds ok to me.
    It sounds like the orator was assassinated.
    "Even as" is more compact than "at the very same time as"

    The phrase also seems to be a good translation of ちょうど(何とか何とか)時に
