Checked it. It's OK.
Actually there is a slight difference.
"Tom is sure that he'll succeed."
Who is sure? Tom is sure. He is the one who is sure about it.
"Tom is sure to succeed."
In this sentence it is not Tom who is sure. It is more like "It is sure that Tom will succeed" or "Tom's success is certain." If we change the sentence, but keep the same structure, to "Jericho (name of a city) is sure to fall," the difference is more apparent, I think.
Perhaps "Tom is sure to succeed" might be better translated in Turkish as "Tom'un başarmasından emin" in the same way that "Jericho is sure to fall" might be translated as "Jericho'nun çökmesinden emin."
Tom başaracağından emin > Tom is sure that he will succeed > Tom is sure, right?
Tom'un başaracağı kesin > Tom is sure to succeed > Tom's success is certain.
