Maybe (I'm not sure) you should change your Russian sentence a bit.
The English suggests (again, maybe) that the only thing he can do (he doesn't have any other option) is...

It doesn't necessarily have to do with his own qualifications (if I understood your Russian sentence correctly).

I tried to change this sentence. though Im still not sure about it. as for тире, Im not sure too, but I think тире must put always before "это".

I see that you have changed your sentence.
Now it conforms with my comment above.

The question that remains is whether the English really means just that, or maybe what you wrote before. On a second thought, I believe you can add also the previous sentence (your original one), as the English could also have that meaning.

The English will have two Russian variants. ☺

Английское предложение двусмысленно: в отсутствие контекста и "всё, на что он способен (что он в состоянии делать), - содержать самого себя" (и никого другого) и "всё, что ему остаётся, - содержать себя самому" (это единственное, что он может сделать в сложившейся ситуации - никто ему не поможет) является годным переводом.
Второй вариант я добавил, первый за вами.

тире must always be added before "это", but you also add a comma before the тире. Did I get it right?

я не знаю, может быть в вашем городе по каким-либо не известным мне причинам считается, что "может сделать" звучит не по-русски, но вообще это звучит вполне по-русски. и в данном контексте "сделать" не подразумевает однократное действие.

"может сделать" - в гугле 9 840 000 совпадений. "всё, что он может сделать" - 312 000 совпадений

"всё, что он может сделать" здесь имеет смысл "всё, что ему остаётся/осталось сделать".

The comma is added to close off the attribute "что ты можешь сделать". The dash is added to precede это. So the reasons are different. Occasionally you will encounter dash only or comma only, but comma+dash is the "proper" way here.
